Spring is the right time. Hurricane season runs June through November, and once a storm is named every contractor in South Florida is booked. Soffit, roof and shutter work done in March or April costs less and is actually available.
After. Nobody should be on a roof in a named storm. We take emergency board-up and tarping calls as soon as conditions are safe, and we prioritise properties that are still taking on water.
More than most people expect. When wind tears a soffit loose it pressurises the attic from underneath, and that internal pressure is what lifts roofs. Securing soffit and fascia is one of the cheapest ways to protect a roof in South Florida.
